本來還不想說，這下真的覺得是美國定期到大陸施放病毒，破壞中共經濟，以挽救自己頹勢。已經密集一連三次，雞流感、SARS，這下又是出血熱，而且都在廣州。伊波拉出血熱本來是非洲很有名的病毒，為何突然跑到大陸去，怪怪！

不過中共自己也要檢討，防疫不能得過且過，要用心認真執行，別人才不會有可趁之機。畢竟以這陣子趨勢看來，既然放病毒效果不錯，美國短期內會不斷實施吧！

病例只有一名?! 已確定為傳染病了嗎?
還是只是一個大家傳來傳去的 "消息" (謠言).

真的嗎?
可靠負責任的消息從何來?

China Cracks Down on People Using High-Tech Means to Spread SARS Rumors

BEIJING May 14 —
One man was accused of spreading panic with a rumor of 400 unreported SARS deaths. Police said another told people that fireworks would keep away the virus.

They were among more than 100 people detained throughout China on charges of spreading rumors that "disturb social order" in the midst of the SARS outbreak. It's an accusation used often by the communist government in its zeal to police what its people see and hear. What sets the new detainees apart is the way they are accused of spreading gossip by Internet and text messaging over cell phones.

The volatile mix of panic over SARS and the proliferation of high-tech communications is challenging China's effort to control information even as it promotes the economic potential of the technology.

The crackdown coincides with official calls to redouble efforts against severe acute respiratory syndrome, which the Health Ministry said Wednesday has killed 267 people on China's mainland.

China already is the world's biggest mobile phone market, with 207 million in use. Its population of Internet users is second only to the United States, with 59 million people online.

The government screens e-mail, censors online chat rooms and blocks access to foreign Web sites considered subversive.

However, mobile phone messaging known as short-message service, or SMS is a newer technology and the government is still developing ways to control it. The biggest service provider, China Mobile, says customers sent 40 billion messages last year.

On Feb. 8, a message saying, "Fatal flu occurring in Guangdong," flitted from phone to phone in that southern province while local leaders were still denying the existence of SARS, according to the newspaper Southern Weekend.

That message was sent some 40 million times that day and repeated 86 million times over the following two days, the newspaper said.

"The government in the SARS epidemic certainly has gotten the impression that SMS is becoming a major way to disseminate information and to fan rumors," said Peter Lovelock, director of the Beijing consulting firm MFC Insight.

Despite promises of official candor about SARS, many Chinese are still ready to believe rumors following the government's long history of lying about or covering up disasters.

In April, thousands of people fled Beijing and others stripped grocery stores of food after stories spread that martial law might be imposed or the capital sealed off. The uproar prompted city leaders to take the rare step of publicly denying the rumors.

Nationwide, police have detained 105 people in 17 provinces and major cities on charges of spreading rumors, according to the official Xinhua News Agency.

In Beijing, Xinhua said, a man surnamed Huang was detained May 3 after posting a comment online saying that 400 people had died of SARS in a city the agency didn't identify.

"The rumor caused a very bad social influence," Xinhua said.

In the eastern city of Nanjing, a man was detained for sending SMS messages saying that setting off fireworks a traditional tactic to drive away evil spirits would stop the virus, said a police spokesman.

"He meant to promote superstitions and disturb public order," said the spokesman, who refused to give his name.

Other detainees reportedly include teenage pranksters and business people trying to hurt rivals or promote phony cures. Police say most were either fined or detained for up to 15 days.

Police wouldn't say how people accused of spreading SMS rumors were caught, though government newspapers hint at high-tech detective work by special police units.

China's Internet screening includes software that blocks e-mail or Web pages about the Falun Gong spiritual group, the 1989 pro-democracy movement and other banned topics.

Cell phone messages carry the subscriber's phone number, making it simple for police to trace them if they know the message exists.

But the government doesn't have the technology for mass screening of phone messages as they are sent, said Lovelock.

He said detainees probably were caught by police acting on old-fashioned tips, but authorities hope to discourage others by making it appear such a system is in place.

"It's scare tactics," Lovelock said. "It suggests the government is trying to appear to have better surveillance than it really does."
