i bought a Abit KT7A mainboard today and set it up right after i got home, i also formatted my HDD. Everything was OK till windows set up, its windows 98 english edition. During the setup, my computer restarted couple times by it self, i think its kind of unnormal,so i called the reseller for my motherboard, and they said it might be the power supply that is causing all the troubles, but can a power supply causing any troubles? i changed everything; ram, HDD, video card, except CPU and CD Roms, i cant figure out the problems, can u guys help me?

Certainly, CPU withdraws more current from mobo than in normal times when it's in full load. If ur PSU is only barely enough to supply current for the CPU in normal times, it's likely to cause system lockups or resets when the CPU is in full load for a certain time.
