其實我也是外行，但我想我也能理解，在工廠裡做出來的車子，或許測試都OK

可是你要真正把新車弄到實際要跑的路線來測試，這種 OK 才叫 OK 的道理

所以我不懂所謂沒認證就送到台灣的意思是甚麼？都沒送到台灣來測試當然不可能有認證啊！

如果是把所謂認證當成廠商驗證的意思，那就更奇怪了

況且日本人沒有自己測試一下嗎？我覺得不可能，況且我們都派人去看了

當然我知道一定有人會說出國報告書是假的，不然就是日本人是演給台灣人的戲，反正不管怎樣就是要扯到 TRA 沒能力買新車...

其實，台鐵以前也不搞 IV&V 這一套!!

只因為受到台灣高鐵的刺激，加上TRA長官交通部的殷殷關切，不得不然吧!!
