From what I have read people includes the Cu counts as part of C2.

As for BLER stands for avg C1 only or avg C1 + C2, I've seem the term used with both meanings. But since in a high quality disk there should not be any C2, its often used to mean just C1.

At least that's my view, or maybe we should all go back and read orange book specs again.
