if you set upload speed <5,then your download speed willbe limit at 3*upload speed (i.e upload =3kb/s -->download =3*3=9kb/s),
if 5<upload <10 --> download = 4*upload kb/s,else
if upload >10,then the two numbers are no longer linked.
p.s. default=0 will use as much bandwidth as your machine allows
