Unhappy EXPRESS的來信...

請教各位前輩:
小弟於1月27日購買DVD,於4月初去信抱怨未收到包裹而其反應會重寄一次,但經過一個月了,前幾天再次反映後得到的回信如下:
Dear Express.com Customer,

Our system upgrade is nearing completion. We are now in the process of bringing reship orders over to our new system.

Beginning Monday, May 7, we will once again be able to reship orders and/or credit accounts. Please note your credit card will be refunded for any items on your order that are not currently available for shipping.

If you have not received a refund or your reship in May (or June, for international orders), please contact us again. We will be able to assist you further at that time.

We'd like to thank you very much for your patience during the transition, and we regret any inconvenience the delay may have caused.

請問,來信內容是說會退還之前的花費或是於5月7日再重寄一次?
還有,庾費的金額是否是照原價打折或是有其自己的退費方式...
請各位前輩有類似經歷或建言可否賜教,謝謝!!!
