這邊是說 first to file 要 March 16, 2013 才實施。
你給的 wiki 也有說了
The law will switch U.S. rights to a patent from the present "first-to-invent" system to a "first inventor-to-file" system for patent applications filed on or after March 16, 2013.
所以本案不適用吧？
