Don't get me wrong, please.

Mr. Ebert's point is that the guys who made this flick apparently didn't give the s**t about trashing the whole Cuban hillside village.
He thought that the "supposed" heroes, Mike Lowrey & Marcus Burnett, didn't care whether those "poor shantytown dwellers" are killed or not, that is, during the final Hammer H2 chase.
He assumed that Mike and Marcus might even have made cruel jokes upon what they have done.
Mr. Ebert did suggest that the cast and filmmakers (a.k.a. "Everybody involved in this project") should make some contribution (a.k.a. "do some community service") back to those "innocent bystanders," who have lost their lives, their houses, etc, in the movie.
Still, Mr. Ebert's comment didn't touch upon the mental issue of the audiences who actually digs "BBII" simply because the mental problem of the audience who likes this movie doesn't have anything to do with the filmmakers' "potential" community service suggested by Mr. Ebert.
