You have to make 2 dummy "jump" PGCs under the VideoManager, link this to the 16:9 and 4:3 VTS respectively. Any link to these 2 "jump" PGCs can lead you to the 2 VTSs accordingly.

Avoid using scenarist, it's a good advice...it's for professional DVD authoring with a lot of no-manaul training.
